지난 주말에는 한일 양국에서 매년 번갈아가며 개최되는 제16회 한일 로봇과학기술자 워크샵에 참가하느라 일본 아이치현 가마고리시에 다녀왔다. 이번 워크샵의 주제는 “정보통신․로보틱스 기술혁신에 의한 인간생활 지원”이었는데, 16일과 17일 양일에 걸쳐 8명의 한국 전문가와 13명의 일본 전문가들이 자신의 주제를 발표하고 토론하는 시간을 가졌다.
때가 때이니 만큼 일본 전문가 중 5명은 일본 대지진과 후쿠시마 원전 사고의 대응에 관련된 주제를 발표하였다. 이 중에서 가장 청중의 마음을 움직인 이야기는 일본 로봇 연구계의 대부로서 세계에서 가장 두드러진 활동을 해왔던 전 동경대 교수 후미오 하라시마 선생의 충정어린 고백이었는데, 요약해 보면 이렇다.
“지금까지 일본의 로봇공학을 포함한 과학기술은 즐겁고 평화로운 일에만 매달려온 것 같다. 일본인들은 수만 명의 사상자를 낸 이번 재해로 큰 충격에 빠졌고 자신감을 잃었다. 과학기술계는 허드렛일도 마다하지 않고 재해 복구와 자신감 회복에 기여해야 할 것이다. 앞으로 과학기술계가 추구해야 할 가치는 안전과 건강 그리고 정의가 되어야 한다.”
특히 로봇기술에서는 세계 최고라고 자부하던 일본이 후쿠시마 원전 사고에 제대로 활용할 자국의 로봇이 없었다는 사실에 대해서 노교수는 더욱 자존심 상하고 깊은 회한을 느끼는 듯했다.
그래도 일본 로봇과학계에서는 후쿠시마 원전사고 후 바로 ‘재해대응 로봇공학 태스크포스(ROBOTAD)’를 가동시켜 지금까지 각종 로봇을 투입시키며 재해 복구에 총력을 기울여 오고 있다고 ROBOTAD의 의장을 맡고 있는 아사마 하지메 동경대 교수는 전했다. ROBOTAD는 일본과학위원회, 로봇관련 5개 학회, 일본로봇협회 및 도쿄전력 등의 관계자로 구성되어 있는데, 3월 22일 자동급수트럭 투입부터 4월 10일과 17일 미국 하니웰사의 원격조종 무인항공기 ’티-호크’와 아이로봇사의 원격조종 탐사로봇 ‘팩봇’을 투입한 바 있다.
마침내 7월6일에는 치바공과대학에서 만든 일본제 구조탐사로봇 ‘퀸스’를 투입해 임무를 성공적으로 수행했으며, 이어서 미국과 스웨덴 등에서 만든 구조작업용 로봇들을 투입해 원자로 잔해 제거 및 청소 작업을 해오고 있다고 한다.
일본 과학자들은 일본이 이번 대지진에 이은 원전 폭발사고를 계기로 큰 정신적 물질적 피해를 보았지만, 앞으로 과학기술의 발전 방향에 대해 큰 교훈을 얻었다고 말했다. 특히, 원전 사고와 같은 재해 상황에 대해서는 언제든지 사용 가능하도록 기술의 지속성을 유지하는 정책적인 고려가 필요하다는 점을 강조하고 있다. 재난방지 기술 개발을 시도한 적은 많으나 재난 상황이 발생할 때까지 유지해 오지 못한 것을 안타까워하고 있는 것이다.
일본은 대지진과 원전사고를 계기로 당초 수립했던 <제4기 과학기술기본계획(’11~‘15)>의 재검토안을 지난달 발표했는데, ’지진과 재해로부터의 부흥과 재생을 위한 기술‘과 ’사회와 함께 만들어가는 과학기술 정책의 전개‘를 강조하고 있다. 일본의 과학기술계와 정책입안자들이 생각이 일치하는 모습이다.
로봇과학계 원로교수의 말에서처럼 안전과 건강은 일본 과학기술계의 큰 화두임이 분명하다. 안전에 대해서는 일본의 현재 상황에서는 아무리 강조해도 지나치지 않고, 건강에 대해서는 육체적인 건강은 물론 피폐해져 있는 정신적 건강을 치유하고 회복하기 위한 과학기술의 기여가 절실해 보인다. 일본에서 보다 자연 재해는 훨씬 적으나 인재에 의한 사고가 많은 우리나라도 이번 일본의 사고와 대응을 반면교사로 삼아 안전과 건강을 과학기술 가치 체계의 최우선 순위에 올려놓아야 하지 않을까 하는 생각이다.
