지난 주 인천 송도에서 열린 인천로봇랜드 조성사업 시민 공청회는 많은 국내 로봇 산업 종사자들이 참여하여 성황을 이루었다. 우리나라 로봇 캐릭터의 상징인 “로봇태권V”를 메인 캐릭터로 한 테마파크의 어트랙션 조성계획과 더불어 KAIST 로봇융합학과 설립 및 로봇 신상품 테스트베드 설치 계획 등이 발표되었는데, 테마가 있는 놀이 공원의 흐뭇한 추억과 상상을 떠올리게 된 좋은 시간이었다.
로봇랜드는 로봇산업의 대규모 수요창출을 위한 로봇테마파크를 조성하는 것을 목적으로 하여 2007년 지식경제부가 공고한 국책사업으로서, 그해 11월 인천과 경남(마산)이 예비사업자로 선정되었다. 국회에서도 로봇랜드 사업을 지원하고 로봇산업을 활성화시키기 위하여 2008년 “지능형 로봇 개발 및 보급 촉진법”이란 특별법을 제정 공포한 바 있다.
과연 로봇랜드를 통해 로봇산업의 대규모 수요 창출이 가능할 것인가? 어느 정도 도움은 되겠지만 현재 미미한 로봇 수요를 대규모로 일으킬 것 같지는 않다. 로봇랜드는 로봇산업이 아닌 일종의 테마파크산업이기 때문이다. 로봇랜드가 테마파크로서 성공하기 위해서는 어트랙션이나 이벤트 위주의 테마가 전개되어야 할 것이며, 이는 곧 신뢰성과 재연성이 낮은 첨단 로봇기술보다는 재미있는 영상 콘텐츠나 탑승형 시뮬레이터 기술이 잘 발휘되어야 함을 뜻한다. 물론, 로봇랜드에 로봇 신상품 테스트베드를 설치하도록 계획되어 있어 로봇 수요창출에 어느 정도 기여하게 될 전망이지만 규모가 그리 크지는 않을 것으로 보인다.
이러한 면에서 로봇랜드의 조성 목적을 로봇 특별법에서 제시한 대로 로봇산업의 대규모 수요창출로 두는 것은 맞지 않아 보인다. 오히려 로봇과 함께하는 미래 사회에서의 다양한 체험을 통해 로봇산업의 잠재적 수요 확충 정도로 목적을 바꾸어 로봇랜드의 막대한 자금이 전적으로 로봇산업 육성에 쓰여진 듯한 오해를 불식시켜야 할 것이다.
로봇랜드가 우리나라의 로봇산업과 기술 경쟁력 확보에 일정 수준 기여하려면 먼저 테마파크로서 성공하는 것이 중요하다. 세계에서 처음으로 등장하는 미래와 꿈의 상징인 로봇을 테마로 하여 일회성이 아닌 지속적인 재미로 수익성이 보장되고 유지되어야 할 것이다. 행사는 화려했지만 지금은 애물단지로 변한 대전 엑스포의 쓰라린 실패의 경험은 수익성과 지속성이 얼마나 중요한가를 말해 준다.
로봇랜드에 정부 자금이 들어간 것은 로봇산업의 수요창출이라는 다른 한 마리의 토끼를 잡아야 하는 부담을 준다. 인천로봇랜드에서는 로봇 신상품 테스트베드 이외에 26개의 어트랙션 중에서 12개 정도를 로봇연구개발이 필요한 시설을 계획해 놓고 있다. 이러한 로봇기술이 활용되는 시설은 테마파크라는 부분적인 수요를 충족시켜 줄 수 있겠지만 로봇산업의 성장에 기여하는 몫은 그리 크지 않을 것이다. 오히려 로봇 신상품 테스트베드를 잘 구축하는 것이 로봇산업에 더 큰 도움이 될 듯하다.
미래 로봇은 거의 새로운 개념의 상품으로 사람에게 어떠한 서비스를 제공하게 될 것인가에 대해 소비자는 알기 어렵다. 따라서, 로봇랜드의 테스트 베드는 재미보다는 로봇 서비스를 미리 체험해볼 수 있는 무료 상설 체험 공간으로 구축하는 것이 로봇 수요 창출에 도움이 될 것으로 보인다. 업계에서는 로봇 시제품의 필드 테스트로 활용하면서 소비자의 요구 사항을 반영하여 더욱 완성도 높은 제품을 출시한다면 로봇 산업 활성화에 적잖은 도움이 되지 않을까 생각한다.
